I am sorry I am repeating myself but shall do once more for the last time. Request your patience to go through the 7th November notification and my note below. At the risk of annoying you, I am reiterating my view because i strongly feel we may end up loosing out what was offered in 7th November notification

1.     Original bond policy of 2020 as reiterated in 12th October 2022 notification is totally unacceptable. It clearly amounts to increasing the fees and it is accepted in so many words in the 2020 notification.

2.     While 7th November notification does not change the structure of the 2020 policy it concedes a lot: it limits the application of bond to only those who are offered govt jobs and don’t accept it. For everyone else, bond policy is ineffective/redundant. In short, the remit of bond policy has been narrowed down significantly.

3.     If the above interpretation of 7th November is contested, then legal opinion may be sought so that we don’t end up allowing the government to back out of it.

4.     Apparently the government now wants to back out of this 7th November position. This hunch is based on the fact that even the government has not been emphasizing this 7th November notification.

5.     We should not allow the government to back out of 7th November concession if point 2 above is acceptable. Hence, if point 2 above is accepted, then we may issue a statement/write to the following effect:

“On 30th November Chief Minister had himself assured us to go beyond 7th November notification and agreed to the following:

a)    Ensure that govt will make its offer of job within one year of completion of MBBS or the bond will become infructuous

b)    Bond amount will be reduced to 30 lakh from 40 lakh with 10% more reduction for female candidates.

c)    Period of compulsory government/HCMS service will be reduced to 5 years from 7 years for the purposes of bond.

d)    ??? Any other assurance given on 30th November that goes beyond 7th November notification may be added here. And those points which dilute 7th November notification to our disadvantage may be ignored.

 

While we find that there is no rationale for increasing publicly funded medical education so much and bond policy as such, our apprehensions are compounded by the fact that it is more than a fortnight yet there has been no written communication as yet about above mentioned very clear cut concessions agreed at the highest levels of the govt in respect of govt notification dated 7th November.

To reduce uncertainty and confusion, the government must immediately issue a communique on concessions to 7th November that the government has agreed to".
